As a result of current science and technology review mechanism, there exist errors in recognition and anomie in behavior in research universities’ applying for state science and technology award. The paper suggests research universities should enhance the normalization of their applying activities. Therefore, it should pay more attention to pursuing academic achievement and strengthening process management, in order to stop all academic corruption.
